[Q] Developing an app that boots into Android automatically when charging

I am an Android developer and I am doing now a project that requires the Android device to be always on.

I am using the Android device as a monitoring camera. The device will be always connected to the charger and I need to develop an app that boots into Android when charging if the phone is off. The phone might be turned off if the user turns off the electricity and the battery died.

I need to know how to start? What to start reading about developing this kind of app? Programming kernel, ROM? Is it doable?

But it runs only on some Samsung devices. I need to run it on Samsung Discover.
