How build an Android 2D game

Hello XDA-Developers,

I hope you have a nice day all. Today I would like to build an horizontally 2D game for Android. (left to right).
How should I begin? Which program language? Etc, etc..

I have a strong Windows 8.1 64 Bits laptop and a Nexus 4 device with Android 4.4.2.

Unfortunately I don't have really that "big experience" for developing, only with HTML, JavaScript and CSS.
Any tips would be helpfull.. Many thanks everybody!
