Port limitation

I figured someone here might be able to answer this. Long story short I've been wanting to run a few simple services on an old droid phone, one being a small backup dns server for internal purposes. Seems as though you can't run this on the normal port 53 due to "a limitation with android".

So what exactly is this limitation and can it be gotten around?
