[Q] Port monitor to alert me when port opens

I'm trying to find a port monitor that would run in the background of my Android phone and scan a remote port every so often and than alert me when the port becomes open. I'm trying to monitor ports on my friend's PC so when he logs into the game I can follow in and kick his a@@.
