[Q] Driver software to turn the screen off and still port HDMI out through MHL

Hi,

I am completely new to Android development. Trying to explore a bit..

Is it possible that a software driver can tell the phone to power off the screen and the touch layer, and still give HDMI out through MHL (when connected to a custom dock .. kind of a device), without root access?
