[Q] linux programs on android

i know that its possible to run ubuntu on most android phones and tablets but i dont wanna root my tf300t but i also wanna run this

works for linux and windows and since android is based on linux i though it was possible to run the linux way?
and rom / gba emulation is allready on android.
but i couldnt find any way - is this impossible? :C
